The committee also was charged with
addressing short line industry issues
with CSX and offering suggestions to
improve our working relationship. Recent
suggestions include more operating
department involvement and improvements
to e-business tools, both of which are under
consideration.
Over time, the caucus committee's impact
on CSX has grown, and it now acts as a
steering committee providing insight on a
variety of strategic issues that are important
to the short line industry. Since its inception,
the caucus has been a partner in the
development and support of our Interline
Service Agreement (ISA) measurement
tool, public pricing documents, junction
settlement accounting improvements and
the continued success of our short line
workshop.
The caucus committee consists of 10
elected short line members, usually
presidents or vice presidents of their
companies, and ASLRRA President Rich
Timmons. The caucus normally meets
three times a year and holds one or two
conference calls.
Jim Howarth, Vice President-Business
Development, New York Susquehanna
& Western Railway and current caucus
Secretary, recently hosted a quarterly
meeting in Cooperstown, N.Y. Other short
lines in the area attended so they could
gain a better understanding of the caucus
committee and contribute to the discussion.
The caucus committee plays a key role in
addressing short line and CSX interests,
proactively influencing how CSX views short
lines and bringing about positive change
between short lines and CSX.
Individual short lines with suggestions for
improvements in key areas of our business
relationship should contact their CSX short
line representative or one of the caucus
members listed below.
CSX Short Line Caucus Committee
In 1996, CSX established its short line caucus committee
to provide short line partners better communication channels,
allowing them to learn about major initiatives such as
TSI Carload, new business opportunities, marketing
campaigns, and operations.
