Charleston Marriott in Charleston,
S.C., on Sept. 24-26.
Progress in PTC at CSX
Major activities under way can be grouped
in two broad categories: Development and
Implementation. Development activities
include all the design and specification
of the components (both hardware and
software) and the testing of components
in the laboratory and in the field. Although
performance varies from supplier to supplier,
overall we can say that delivery dates have
slipped, sometimes significantly. We are
at least 8-12 months away from having all
components in production-ready status.
Because of this, CSX has redirected its field
test strategy to begin in 2013 with earlier
versions of software using simulators as
substitutes for missing components, and
then re-test incremental releases until the
production-ready releases are available. This
will allow us to continue to move forward and
partially mitigate the impact of the supplier
delays.
Implementation activities include equipping
locomotives, signal systems, communication
systems and dark territory switches for PTC.
More than 1,300 locomotives have been
"provisioned" � installed with necessary
cables, brackets, mounts and antennae for
PTC. CSX is beginning full PTC installations
this year, and that schedule will ramp up in
the second half of the program.
Major work is being done to the signal
system in PTC territory. PTC requires
us to completely replace more than 5,000
miles of existing signaling equipment.
We have set aggressive goals for our
signal systems equipment upgrades and
installations in 2012. The second Notice of
Proposed Rule Making (NPRM) from the FRA
is due sometime during the third quarter
2012. We are hopeful that it will address
rules for unequipped yard moves, PTC
enroute failures and expanded de minimus
exceptions.
As an input to the de minimus calculation,
short lines operating on CSX via trackage/
operating rights to (1) interchange with CSX,
or (2) connect with other railroads will be
sent a letter to request how much PIH-TIH is
being handled on their trains. The FRA has
mandated that CSX collect this information
from our short line partners each year as part
of the record-keeping process involved with
PTC. All information obtained from the short
lines will be kept strictly confidential.
These are only some of the efforts under way.
The entire railroad is being mapped to a high
degree of precision, installation crews are
being trained and training materials prepared
for our train crews to support the rollout of
the system. Over the next few years, these
activities will accelerate as PTC becomes
part of the operating system of the railroad.
CSX's efforts to equip its network with PTC have been under
way for four years. although there was discussion of a timetable
extension at the Congressional level earlier this year, the PTC
deadline remains for late 2015.
