New ShipCSX Diversions Tool Now Available
Effective August 1, 2013 the CSX eBusiness team introduced the new Diversions tool to all Carload ShipCSX users. Our new Diversions tool enables customers to complete the following tasks:

  • Submit diversion requests on-line by car initial and number, unit train ID, or unit train reservation number
  • Check the progress of your request with multiple status indicators
  • Edit or cancel pending requests
  • Receive email notifications confirming your request has been received and completed
  • Submit Advanced Diversion requests

The Advanced Diversion feature allows you to submit empty non-hazardous diversion requests while the railcar is still moving loaded. The Advanced Diversion request will be applied once the railcar has reached its loaded destination and is released empty.

Our new on-line Diversions tool eliminates the need to use the phone or fax machine to submit a request to CSX. It is now quick and easy to submit, check the status, and receive confirmation via email once your diversion request has been completed.
Transit Times Dwell Information Available Now
We are pleased to announce dwell data in the ShipCSX Transit Times tool. We have heard the feedback, and now you can see dwell information for the Waybill Transit of the shipment in relation to the total transit time.

There are six new buckets, five are dwell related (all are measured in decimal days).
  • Release to Pull

    - Measures waybill release to actual pull reporting

  • Pull to Depart Serving Yard

    - Measures actual Pull to Depart from Origin Serving yard

  • Arrive Serving Yard to Place

    - Measures arrival at destination serving yard to place at industry

  • CP to Order (conditional)

    - Measures Constructive Placement to customer Order on Closed Gate shipments

  • Order to Place (conditional)

    - Measures customer Order to place industry on Closed Gate shipments

  • In Transit

    - Calculates Total Transit minus Dwell time
    - Total Transit - (Release to Pull + Pull to Depart Serving Yard + Arrive Serving Yard to Place) = In Transit

This new functionality is designed to give you a more comprehensive and transparent view of your Transit Times data.

Transit Times Dwell Quick Start Guide
CBP Federal Register on Empty Residue reporting
CSX has just received the final Federal Register ruling from Customs and Border Protection (CBP) that will require the reporting of empty rail cars returning to the United States that contain residue. This ruling states that rail carriers must be in a position to begin manifesting and reporting empty railcars returning to the United States from Canada that contain residue of the original loaded product by November 25th, 2013. CSX has initially identified two specific car types (Tank cars and Covered Hoppers) that will be targeted for compliance with CBP.

Currently, empty residue shipments have been allowed to return to the United States without any manifest reporting to CBP and in most cases the cars have been automatically reverse routed by CSX without any customer involvement. This reverse routing policy will be disabled prior to the CBP implementation date of November 25th, 2013 and all empty Tank and Covered Hopper railcars containing residue must be manifested and reported to CBP electronically.

In order to comply with CBP's ruling, Customers who are involved in the movement of empty Tank and Covered hopper railcars returning to the Unites States from Canada will be required to submit an empty Bill of Lading to CSX via EDI or through the utilization of ShipCSX that must include the estimated weight of the residue product as well as other required shipment information as identified in the Trade Act of 2002 such as a description of the commodity last contained for the loaded shipment into Canada and the country of origin. The estimated weight provided by the customer will be used to calculate the percentage of residue based on the Umler car capacity.

CBP has established a threshold for the reporting of empty residue cars returning to the United States at 7% or less of the car Umler capacity of the railcar. Shipments that fall within this threshold will not require broker filing/entry and CBP will issue a release to affect border crossing.

Shipments that exceed the 7% threshold will require a broker on the billing to CSX and the broker will be required to make broker entries on behalf of the shipper.

CSX will be providing more specific requirements and instructions to our customers prior to the actual implementation date of November 25th, 2013 with CBP.

The Overcharge Claims module has been enhanced to provide several new functions, including the ability to:

  • Inquire by claim number
  • Resubmit a previously-denied claim with new information
  • Upload supporting documents
  • Obtain payment details such as check number and paid date

These new enhancements will provide a unique and interactive experience to assist you with managing your Overcharge Claims.
ShipCSX Car Order Tool Enhancements
CSX made enhancements to our ShipCSX railcar ordering tool in an effort to improve your car order fulfillment experience. The changes are designed to provide a more predictable and reliable service that helps us deliver the desired number of cars on the days you want them. We are moving forward from a 5 day change window to a 7 day change window.

To help CSX meet your expectations and fill your daily car order needs there are a number of things that you can do to ensure the highest level of order fill:

  • Order cars only on days that you are served by CSX. The days you are served will be highlighted within the tool.
  • Ensure that you are ordering the proper type of equipment. Your salesperson can help you with the various equipment types CSX can provide.
  • Ensure the quantity of cars ordered can fit at your facility. Your plant capacity is visible in the Plant Switch tool.
  • Place car orders up to six weeks in advance. This helps CSX plan car supply more effectively.

When you place an order for railcars via ShipCSX, CSX searches for suitable equipment to fill your car order. The changes we will make to our system are designed to increase our ability to have your cars delivered on the days you request.

Because car movements require lead time, we are making the following key changes to our car ordering policies:

  • To increase or decrease a car order within a 7 day window of an order, you will need to submit a change request to Car Management via the enhanced Car Order screen.
  • We will evaluate your request based on car availability and will respond with a realistic expectation of our ability to meet your needs.
  • Please be aware that you will be able to request changes on the day of your car order for review and approval by Car Management.

These enhancements are designed to help us better communicate our ability to meet your equipment needs when changes occur. For more information on this new policy and process, or if you have any questions, please contact your sales representative and they will be able to assist you. We appreciate your business and look forward to successfully meeting your car supply needs.
